Commercial and recreational fishermen, fishery managers, environmentalists, and academics all have differing opinions regarding the appropriateness and effectiveness of various restructuring tools. Differences on the subject of Individual Fishing Quotas (IFQs) are, perhaps, the most contentious of all. We asked major players on all sides of the issue to share their perspective on IFQs, including their opinion on whether the congressionally-imposed moratorium on the development of IFQ programs should be extended in October 2000. The purpose of these essays is to capture the wide range of perspectives on the issue and to promote collaborative and constructive dialogue.
