Reserves Workgroup

There were several revisions requested to the July 30 notes and these have been made. Introduction
of guest speakers
The facilitator introduced Dr. Craig Fusaro, of California Trout and the Joint Oil Fisheries Liaison Office in Santa Barbara. Dr. Fusaro is a member of the Stakeholders Advisory Committee (SAC) of the Channel Islands National Marine Sanctuary and was a member of the Marine Reserves Working Group (MRWG) created by the SAC. He was invited to this meeting to review for the workgroup members basic scientific information about what is known and not known about the effects of marine reserves. Presentation
and discussion on marine reserves science
The bulk of the meeting was taken up with Dr. FusaroÕs presentation of the key issues involved in designing and implementing marine reserves, the approach to reserve design taken by the Channel Islands MRWG, the findings from studies of marine reserves around the world, and the discussion related to these points. The workgroup members agreed unanimously that Dr. Fusaro had presented a thorough and objective review of the basics of marine reserves science. Dr. Fusaro brought a series of scientific papers and other material related to marine reserves science and the facilitator agreed to ensure that these and other related material will be placed on the workgroupÕs website, along with concise summaries of each. Other workgroup members also offered to submit additional information, which will also be placed on the website for easy access by the workgroup. Chris Miller, a southern California lobster fishermen, then briefly discussed the role of the commercial industry in the MRWG process and strongly encouraged the workgroup members to become more familiar with the relevant science and to stay actively involved in the marine reserves design process. Other business
Steve Scheiblauer announced that preparations for the focus groups are nearly complete. These groups are intended to ensure that the Fish and Game MLPA science panel has an opportunity to have productive and thorough discussions about the pros and cons of alternative reserve sites with knowledgeable fishermen in several regions of the central California coast. These focus groups are being set up by the Alliance members and their results will be provided to the workgroup as raw material that may serve, after further discussion, as the basis for comments and recommendations to Fish and Game. tasks from last meeting
As just mentioned, preparations for the focus groups are progressing well. With regard to the issue of the SanctuaryÕs role in the workgroup, the facilitator had several phone conversations with Sanctuary staff and members of the Alliance, and a meeting was scheduled between Sanctuary staff and the executive board of the Alliance, to immediately follow the workgroup meeting. Notes of that meeting will be posted separately on the workgroupÕs webpage. Next steps
and next meeting
After discussion, the workgroup agreed that the next meeting will continue to focus on marine reserve science, with the intent of focusing more directly on how this science relates to proposed sites in the Sanctuary. In addition, the workgroup agreed to attempt to identify further monitoring and research that could resolve key uncertainties in predictions of the effects of reserves in the Sanctuary. Dr. Mark Carr, of UC Santa Cruz, will be invited to attend and provide needed expertise in scientific issues.
