The use of marine reserves to manage fishing pressure is one of the most contentious issues in U.S. fisheries today. While the potential benefits of reserve systems are widely recognized in theory, applying theory in practice requires making tough decisions regarding where, when and how reserves should be used. We invited various leaders in the field to provide their perspective on issues surrounding the use of marine reserves in their fisheries. In addition, we asked people intimately involved in the Tortugas 2000 initiative to talk about what it was like to participate in that process and to share their thoughts on the final outcome. The purpose of these essays is to reflect the wide range of opinions on the use of marine reserves as a fishery management tool, to promote constructive dialogue on the issue, and to encourage collaboration in the future development of reserve systems.
